How it works

GOSI contributions are a percentage of the contributory wage: basic pay (including commissions) plus housing allowance, never transport or other allowances, counted between a floor of SAR 1,500 for the pension branch (SAR 400 for workers covered only for occupational hazards) and a ceiling of SAR 45,000 a month. Three branches apply. The pension branch covers Saudis only: 9% from the employee and 9% from the employer under the old law. For someone who joined the system for the first time on or after 3 July 2024 under the new Social Insurance Law, it started at the same 18% and steps up by one point every 1 July - 19% from 2025, 20% from 2026 - until it reaches 22% (11% each) in July 2028. The step months follow GOSI's own published schedule; the Royal Decree names no calendar month, and that conflict is recorded in A2Z's rule notes. Occupational hazards cost the employer 2% for every worker in the Kingdom, Saudi or not, and SANED unemployment insurance is 0.75% from each side for Saudis. GCC nationals keep their home country's pension, so only the 2% is shown for them.

Calculation method

  • Each amount rounded to the halala

Worked examples

Old-law Saudi employee

Inputs: Basic SAR 10,000; no housing

Result: Employee SAR 975; employer SAR 1,175

New entrant, October 2026

Result: Employee SAR 1,075; employer SAR 1,275

Non-Saudi above the cap

Limitations

  • GCC nationals' home-country pension contributions are not calculated.
  • In-kind housing must be entered as a monthly amount; how its two-month value spreads over a month is not stated in the Regulations.
  • Entry and exit months charged by days of service, voluntary contributors and civil-service employees are not modelled.

Questions

How much is GOSI for Saudi employees?

Under the old law, 9.75% from the employee (9% pension + 0.75% SANED) and 11.75% from the employer (9% pension + 2% occupational hazards + 0.75% SANED). On SAR 10,000 that is SAR 975 and SAR 1,175 a month.

What changed under the new Social Insurance Law?

For people who first joined on or after 3 July 2024, the pension rate rises from 18% to 22% in one-point steps on 1 July 2025, 2026, 2027 and 2028, split equally. From 1 July 2026 it is 20%: 10.75% from the employee and 12.75% from the employer in total.

How much GOSI do non-Saudi employees pay?

Nothing from the employee. The employer pays 2% of the contributory wage for occupational hazards. Non-Saudis are not in the pension or SANED branches.

Which allowances count for GOSI?

Basic wage (with commissions and sales percentages) and housing allowance, in cash at the agreed amount or, if housing is provided, valued at two months' basic wage. Transport and other allowances are not included.

Is there a maximum salary for GOSI?

Yes. Contributions stop at a contributory wage of SAR 45,000 a month, combined across employers.

Who is under the new Social Insurance Law
The new law (in force 3 July 2024) applies to people who join on or after that date with no uncompensated contribution periods under the Civil Pension or the old Social Insurance Law and no old-law pension. Everyone else keeps the old-law rates. Periods already paid out as a lump sum do not count (GOSI FAQ).

SANED unemployment insurance contribution
1.5% split equally: 0.75% employer and 0.75% employee, Saudi workers only (Law Art. 43). The Law's Art. 44(1) says 2%, but Council of Ministers Resolution 1022 fixes 1.5% at the new law's effective date; the resolution is applied.

What the contributory wage includes
Basic wage (commissions and percentages of sales or profits count as basic) plus cash housing allowance at the agreed amount; in-kind housing is valued at two months' basic wage. Transport and other allowances are excluded. Computed before deductions. How the two months spread over a month is not stated, so the widget asks for the monthly housing amount instead of valuing in-kind housing.

Minimum contributory wage
GOSI publishes SAR 1,500 for the pension branch and SAR 400 for workers covered by occupational hazards only. The new law (Art. 8(1)) says only 'not less than the minimum wage set by the competent authority' and names no figure; GOSI's published figure is applied until one is published.
