How it works
The Social Insurance Law issued by Law No. 1 of 2022 came into force on 3 January 2023 and covers Qatari citizens working in the government or private sector from age eighteen in regular employment; expatriates are not covered, and GCC nationals follow their own countries' extension schemes. Contributions are calculated on the 'contribution salary', defined in Article 1 as the basic salary plus the social allowance plus the housing allowance. Article 12 counts the housing allowance only up to QAR 6,000 a month, and housing provided in kind is treated as if paid in cash. Article 11 caps the whole contribution salary at QAR 100,000 and splits the 21% contribution into 7% deducted from the employee and 14% paid by the employer, due by the fifth of the following month. When the housing cap and the ceiling both bite, the housing allowance is cut first and then only enough of it to reach 100,000 counts. Salaries already above QAR 100,000 before the law can be grandfathered under Article 13; that option is not modelled.

Limitations
- The Article 13 frozen salary for pre-2023 earners above QAR 100,000 is not modelled.
- Voluntary contributions by self-employed Qataris (Article 4) are not covered.
- Military and special schemes are excluded.

No. The law applies to Qataris; expatriates receive the end-of-service gratuity under the Labour Law instead.
When are contributions paid to the Authority?
By the fifth day of the following month (Article 11). Late payment attracts a fine of 2% a month on the overdue amount (Article 21), and under-declared wages an extra 10% (Article 22).
