How it works
The Central Bank of Kuwait's instructions dated 11 November 2018, in force from 14 November, limit a consumer loan to twenty-five times the borrower's net monthly salary and never more than KWD 25,000, repaid in equal monthly instalments over at most five years. Net salary is the total on the official salary certificate - or the PIFSS pension - plus the national labour support allowance, less the deductions on the certificate. All monthly instalments together, including credit cards, other finance and instalment purchases, may not exceed forty per cent of net salary for employees or thirty per cent for retirees, and interest may not exceed the CBK discount rate plus three points. A second loan of the same type needs thirty per cent of the first's instalments repaid. The widget computes the level instalment in Kuwaiti dinars to the fils with A2Z's shared loan engine and lists each limit as within or above.

Limitations
- Car finance is not addressed separately in the CBK instructions.
- The discount rate changes; the cap is described, not checked.

How much of my salary can go to loan repayments in Kuwait?
40% of net salary for employees and 30% for retirees, counting all loans, finance and credit cards.
What is the interest cap?
The CBK discount rate plus 3%, with no interest taken up front.
Does the national labour support allowance count as salary?
Yes. For Kuwaitis in the private sector, the CBK definition of net salary adds the national labour support allowance paid by the state to the salary certificate total, before deducting the certificate's deductions.
When can I take a second consumer loan?
Only after repaying at least 30% of the number of instalments on the existing consumer loan, and the combined instalments must still respect the 40% or 30% limit.
Is an Islamic (Tawarruq or Murabaha) consumer finance treated differently?
No. The CBK issued the same limits to Islamic banks and finance companies: 25 times net salary up to KWD 25,000, five years, and the 40% or 30% instalment ceiling, with the profit rate capped like interest.
Can a bank reschedule my consumer loan if I default?
Rescheduling is allowed, but the whole consumer loan, including the rescheduled period, may not run longer than six years from the original start.
