What is checked
Both places a referrer policy can be declared - the Referrer-Policy HTTP header and a <meta name="referrer"> tag - including invalid values on either, a conflict between the two, and which one the browser actually honors (the meta tag, when valid, wins).
No single policy is universally correct
Each recognized value trades off differently between how much referrer context a destination site receives and how much a visitor's browsing is exposed to it - the right choice depends on what a site's own analytics or partners need, not a single universally-correct answer.
