What is checked
Every rel="alternate" hreflang="..." tag found on a page: whether its language-region code is validly formed, whether an x-default fallback is declared, whether the URL it points at actually resolves, and whether that target page links back to this one (reciprocity) - Google ignores an hreflang annotation that is not reciprocated.
Bounded to 10 alternates
Reachability and reciprocity checks follow each alternate URL in turn, so this is capped at the first 10 found on a page to keep a single check from turning into an open-ended crawl. Language-code validity and x-default detection still cover every tag found.
